According to test results, as many as 54% of tested children using the old curriculum were not able to demonstrate expected reading skills at Grade 1. These disappointing findings brought into stark relief a debate that is common in other countries between proponents of phonics-focused teaching/learning materials and whole-language methodologies.

Targeted innovations include reading benchmarks linked to a new reading curriculum to facilitate student assessments, a rapid reading response system to address student reading difficulties that is supported by literacy coaches and mobile learning (mlearning) in Khmer.

Project Reach
The Rapid Response System with established protocols has been used by all relevant stakeholders to meet the needs of children with reading difficulties. Overall, the total discrete number of children supported is 4,063. Counting cumulatively from previous quarters, 1,545 children have practiced reading skill through mLearning with 57.86% reaching reading proficiency.
